Netflix, YouTube, and Amazon Launch Streaming Public Policy Group
The Streaming Access and Choice Alliance (SACA) represents streaming platforms’ interests in Washington.

A new public policy group has been formed in Washington D.C., advocating for streaming platforms’ interests.
The Streaming Access and Choice Alliance (SACA), launched Monday, includes founding members Netflix, YouTube, and Amazon. TechNet, the tech industry’s public policy group, leads SACA with Mike Ward, their senior VP of federal policy and government relations, at its helm.
“Americans want more content choices and flexibility in how and where they watch their favorite programming… Streaming and digital entertainment companies offer audiences better features and value for their money,” said Ward. “The industry and its customers deserve a dedicated voice in Washington, D.C., advocating for policies that enable innovation and address the needs of today’s consumers.”
While tech giants and Hollywood are well-represented, streaming services have lacked a dedicated presence in D.C. historically. The Motion Picture Association represents entertainment companies and studios, while TechNet and others focus on tech giants’ interests. A previous lobbying group, the Internet Association, closed down a few years ago.
SACA will champion:
- Expanding consumer access to high-quality content
- Preserving choice
- Supporting innovative viewing experiences
Streaming services face fresh pressure from both the public and government officials as prices rise and programming becomes fragmented across many platforms, with sports being a particular point of contention. This season, Prime Video and Netflix each broadcast exclusive NFL games.
